Why We Are So Selective of Clients

Why We Decline Engagements

Elkins Campus Security Consulting does not engage with every organization that inquires about grant support. Declining engagements is a deliberate part of our model and reflects our commitment to data-driven analysis, ethical grant practices, and responsible use of time and resources — for both our clients and our partners.

  • The entity or project does not meet analytical viability thresholds for competitive federal funding
  • Eligibility or statutory requirements cannot be met within the grant timeline
  • The proposed scope does not align with federal funding priorities or allowable activities
  • Internal capacity or leadership commitment is insufficient to support compliance post-award
  • Expectations conflict with grant integrity, compliance standards, or ethical practice

Selectivity Protects Our Clients

By declining engagements that lack a realistic path to award or compliance, ECSC protects organizations from unnecessary expense, reputational risk, and administrative burden. This selectivity also allows us to focus deeply on clients with credible opportunities and long-term readiness.

Our goal is not to pursue volume — it is to support outcomes that are defensible, compliant, and sustainable.

If ECSC agrees to engage, it is because the organization and project demonstrate alignment with federal requirements, competitive potential, and a commitment to responsible post-award management. This approach benefits our clients, our partners, and the funding programs themselves.

Our Role in the Grant Team

ECSC does not serve as the grant narrative author. When narrative development is required, we coordinate access to a trusted network of experienced grant writers with relevant federal program expertise. This separation preserves objectivity, supports ethical grant practices, and allows ECSC to remain focused on strategy, viability, and compliance.
